Social grants - acts required 2023-2024

Only for promoted students, minimum scholarship average 5.00 and net income per family member of maximum 1,898 lei!

In accordance with the new scholarship methodology and application calendar approved by the UPB Senate, students can apply for a social scholarship by 10 November 2023according to the working hours with the public. Students who have applied for a social scholarship must update their application.

Required documents:

  1. Student identity card and birth certificate, copy;
  2. Request social grant, original;
  3. Statement permanent and taxable income for each adult member of the family, original with supporting documents;
  4. Minor's birth certificates, if applicable;
  5. Death certificate, in case of death of a parent;
  6. GDPR form for student, original, more details here;
  7. GDPR form for student's family members, original;

The permanent and taxable income declaration shall be completed in accordance with net income calculation procedure.

The determination of the average monthly net income of the student's family is carried out until the age of 26.. When determining the average monthly net income per family member, all net permanent income of family members subject to income tax is taken into account. Net income means the total amount received/realised by the single person or by each member of the family, representing the amount obtained after applying the tax rate to the taxable income established in accordance with the legal provisions.

For students aged between 26 and 35, the average net monthly income will be calculated taking into account only their personal income and that of their dependants, such as children, spouse, etc., in accordance with the legal provisions in force.

In case the staff of the educational institution has suspicions regarding the fulfilment of the conditions for granting the social scholarship, the Rector of the Bucharest Polytechnic University shall refer the situation to the local public authorities in order to carry out a social investigation. The staff of the educational institution does not carry out social inquiries with a view to granting social scholarships. A social survey is compulsory if the student's parents work or live abroad.

Social files can also be submitted by students suffering from tuberculosis, who are under the care of medical units, during the period of tuberculostatic treatment, insulin-dependent diabetes, malignant diseases, severe malabsorption syndromes, chronic kidney disease on dialysis, moderate or severe persistent bronchial asthma, grand mal epilepsy, congenital heart disease, chronic hepatitis with advanced fibrosis (stage F3 or F4), glaucoma, severe myopia, severe forms of autoimmune immunological diseases, rare diseases, autistic spectrum disorders, severe haematological diseases requiring continuous treatment or frequent hospitalisation, bilateral deafness, cystic fibrosis, those infected with HIV or AIDS, those with locomotor disability and those classified as disabled.In this case, a medical certificate issued by a specialist doctor, other than the family doctor, must be submitted, showing the progress and clinical picture of the medical problem from which the student suffers. For this category, no income tax returns are required to prove the family income and no GDPR form for other family members.

Documents must be submitted to the Secretariat by 10 November a.c. including, according to the work schedule, to the year secretary. The Scholarship Award Committee, constituted at the faculty level, withdraws/withdraws the scholarship received in special cases such as: submission of false documents, student's departure from the faculty, serious misconduct in academic discipline, other special situations.
