Introduction 

Students, masters and doctoral students of the Polytechnic University of Bucharest have the right to request accommodation in the university dormitories.  

Students studying on a budget receive a simple accommodation grant. This grant is not available to fee-paying students or repeat students. Students who are children of employees of the education system, and descendants of the heroes of the 1989 Revolution, as well as orphan students with studies financed from the budget, receive a double subsidy. 

Accommodation commission 

The ETTI accommodation commission consists of: 

  1. The vice-dean responsible for accommodation at the faculty level, as chairman of the commission. 
  1. A student member of the university senate. 
  1. A student member of the student organization of the faculty, appointed by the president of the organization. 
  1. A student member of the UPB student association. 
  1. Any other students or teachers in the faculty so that they can carry out the accommodation activity in good conditions. 

The accommodation commission is responsible for: 

  • distribution of students in rooms according to this methodology. 
  • decisions relating to the acceptance or rejection of priority accommodation applications on the basis of medical certificates or precarious financial situation, as well as, with the opinion of the BECF, other special situations. 

ETTI dormitories 

Our faculty has places in the following dormitories: 

  1. Leu A - 380 rooms with three beds in the room, private bathroom.
  1. Leu C - 112 rooms with two places in the room, bathroom on the landing.
  1. P20 - 102 rooms with two places in the room, bathroom on the floor. This dormitory has superior conditions (TV and fridge in the room, laundry on the ground floor and fully equipped kitchen on the landing).
  1. P23 - ~60 rooms with one room, bathroom per floor. This dormitory is dedicated to foreign students.

Registration of requests 

You can apply for a place in the dormitory by filling in a form that will be made available by the accommodation committee on the faculty website.

It is only possible to accommodate students from different faculties in the same room if the two students are second-degree relatives or married. Requests to this effect should be made by e-mail directly to the accommodation committees of the respective faculties. 

Categories of students 

Students who can benefit from accommodation are divided into the following categories: 

  1. Foreign students, scholarship holders of the Romanian state (who do not repeat the year) - for this category, UPB has the obligation of accommodation, and they will benefit from free accommodation in dormitory P23 for the whole period of the calendar year (12 months). Proof of status is provided by a certificate to this effect from the office foreign students
  1. Budget students, orphans are both parents - for this category, UPB has the obligation of accommodation, and they will benefit from a double subsidy during the academic year (without the summer vacation). Proof of status is made by the children according to the death certificates of the parents. 
  1. Budget students, orphaned by a parent - this category benefits from a double grant during the academic year (excluding summer holidays). Proof of status is provided by a copy of the parent's death certificate. 
  1. studentsţi la budget cu dizabilitACROSSi - this category benefits from a 50% reduction of the dormitory fee during the academic year (without summer vacation). Proof of status is provided by a disability certificate (according to Law 448/2006, art.16 paragraph (8)). 
  1. studentsţi la budget aflaţand tin protection modeţie specialcomplicatedthis category benefits from a double grant during the academic year (excluding summer vacation). Proof of status is provided by a certificate from the placement center. 
  1. Budget students suffering from a medical condition - they benefit from priority (provided that it is validated by the accommodation commission) but not free of charge; Proof of status is made by copying the medical file, targeted by the UPB medical office. Each request is evaluated separately. 
  1. Budget students, children of teachers - this category benefits from a double grant during the academic year (excluding summer vacation). Proof of the status is provided by a certificate to this effect, on which the phrase "for use in accommodation" or equivalent must appear, targeted by the county inspectorate in the case of pre-university educational institutions or by the Rectorin the case of universities. 
  1. Budget students, descendants of the heroes of the 1098 revolution - this category benefits from a double grant during the academic year (excluding summer vacation). Proof of status is provided by a copy of the certificate of succession. 
  1. Low-income students (who are not repeating the year) - they are given priority but not free of charge; proof of status is provided by copies of salary slips, pension slips or ANAF statements to prove family income, and birth certificates for siblings/siblings of the student applying or death certificates for parents to show the number of family members. If the average income per family member is low enough for the social grant, it is also sufficient for priority accommodation, but depending on the situation, other requests may be accepted. Each request is evaluated separately. 
  1. Budget students (not in the above categories) - they have neither priority nor gratuity, but can be allocated places in the order of priorities and the average scholarship. 
  1. Fee students (including those who repeat the year) - they do not benefit from any kind of fee reduction, regardless of which other category they fall into, and must pay a fee that is higher than the fee shown for the hostel they are assigned to. 

A student can be part of several categories, the benefit categories are cumulated, but not the same benefit several times. Example: A teacher's child who is also orphaned by a parent will not receive a triple grant. Instead, a teacher's child with a precarious financial situation will also receive double priority and a grant. 

priority 

The priority for accommodation is as follows: 

  • Priority 0 - Foreign students (who do not repeat the year), scholarship holders of the Romanian state; Budget students, orphans of both parents;  
  • Priority 1 - Year 1 students (not repeating the year); Students (not repeating the year) on low income; Students (not repeating the year) suffering from a medical condition; Students who are members of the university senate or faculty council or on dormitory committees; Students who collaborate with the faculty in teaching or research activities.
  • Priority 2 - Students who do not repeat the year
  • Priority 3 - Repeaters or other non ETTI students

The accommodation process 

  1. At least two weeks before the start of the academic year, the accommodation process is started by a meeting of the responsible vice-deans and representatives of the UPB Board of Directors. At this meeting the following are decided:
    1. Possible amendments to the framework regulation for the operation of dormitories. 
    2. Dividing places by faculties. 
    3. Fees for each hostel. 
    4. Accommodation process calendar. 
  2. Depending on the previously decided schedule, the accommodation commissions of each faculty announce the information received from the CA representations and the deadline for collecting accommodation requests according to the chapter Registration of requests, through an announcement on the faculty website. 
  3. Once the application stage is completed, the accommodation committee allocates the places received to the students. The allocation of places is sent to the students together with information about the payment of the dormitory.
  4. Students make the payment and confirm their place by uploading the receipt or documents proving the fee exemption.
  5. Once the place is confirmed, it is allocated on the studenti.pub.ro platform, the contract is downloaded and sent to the students, together with the calendar for signing and accommodation. 
  6. Students must present the following documents to the dormitory for accommodation within the specified period:
    • application and accommodation contract, both in duplicate, signed and dated;
    • a copy of your identity card, on which the telephone number must be written in holographic form;
    • receipt proving payment of the hostel OR copy of the death certificate OR certificate in the original a teacher's certificate, endorsed by the county inspectorate or rector, not older than 30 days OR a certificate of foreign student scholarship holder in the originalfrom the foreign students office; on these documents you must write in handwriting the dormitory and the room you are staying in.
    • Eventual proof for fee reduction for students with disabilities
    • two passport photographs for the dormitory card

Comment: the faculty, through the Accommodation Committee, is exclusively responsible for allocating the places received from the UPB administration to the students who request them. The Accommodation Committee is NOT in charge of:

  • monitoring the payment of the dormitory allowance;
  • solving administrative problems related to access to the dormitory or room;
  • to solve existing defects in the dormitory rooms.

These are the responsibility of the hostel administration.
